The Fobos-Grunt project was born in the mid-1990s, just after the disaster caused by the loss of Mars 96. At that time, the NPO Lávochkin company, manufacturer of all Soviet and Russian interplanetary probes, the IKI (Space Research Institute of Russia) set themselves the challenge of creating a new family of ships with new technology. Fobos-Grunt would be the first Russian mission not directly based on a Soviet design, although it would obviously use elements created for the Fobos 88 and Mars 96 missions. The target of the probe would be Phobos, the largest satellite on Mars. But unlike previous missions, Phobos-Grunt would not limit itself to studying this moon, but would land on its surface to collect between 400 and 500 grams of samples. Later, the Phobos regolith would be sent to Earth to be analyzed in detail. Phobos-Grunt would thus become the fifth mission to obtain samples from the surface of another world, after the Luna-16, Luna-20, Luna-24 and Hayabusa probes.

Por entonces, la empresa NPO Lávochkin fabricante de todas las sondas interplanetarias soviéticas y rusas, el IKI (Instituto de Investigaciones Espaciales de Rusia) se planteó el reto de crear una nueva familia de naves de nueva tecnología. Fobos-Grunt sería la primera misión rusa que no estaría basada directamente en un diseño soviético, aunque obviamente emplearía elementos creados para las misiones Fobos 88 y Mars 96. El objetivo de la sonda sería Fobos, el mayor satélite de Marte. Pero a diferencia de misiones anteriores, Fobos-Grunt no se limitaría a estudiar esta luna, sino que se posara en su superficie para recoger entre 400 y 500 gramos de muestras. Posteriormente, el regolito de Fobos se enviaría a la Tierra para ser analizado en detalle. Fobos-Grunt se convertiría así en la quinta misión que obtendrá muestras de la superficie de otro mundo, después de las sondas Luna-16, Luna-20, Luna 24 y Hayabusa.
